Smart Scroll enhances standard scroll bars by adding Proportional Thumbs and Live Scrolling capabilities.

Proportional Thumbs show how much of a document is displayed in a window. If half of a document is currently displayed in a window, the scrollbar thumb is sized to be half the length of the scrollbar. This gives you an idea of how large the document is, without having to scroll the window to find out. Click for a ‚àûDApicture‚àû showing how it works.
Live Scrolling scrolls the contents of the window while you drag the scroll thumb. Just release the thumb when you see the part of the document you want: no more guessing where you'll end up!
Scrolling Speed may be adjusted to your preference. If your windows are too fast for your taste, this will let you set a comfortable scrolling speed. The setting is applied whenever you click in a scrollbar and hold the button down, as well as when dragging in text fields and across window egdes.
This feature controls Menu Scrolling too! Keep the cursor pinned to the edge of the screen above or below the menu, or bring it in a few pixels to slow down the scrolling to the rate selected in the Smart Scroll control panel.
While Apple's "Smart Scrolling" concerns mostly the Finder, only the original Smart Scroll brings Proportional Thumbs and Live Scrolling to "the rest of apps" today, without updating applications such as Netscape, Emailer, AppleWorks, or system add-ons such as control panels.
To disable Proportional Thumbs or Live Scrolling for selected applications, ‘Add’ the applications to the Exclusions List.
